2 more homes in Jharkhand were shut before MoC scandal: Union minister

RANCHI: Union minister of state for women and child development ministry Virendra Kumar on Thursday said Missionaries of Charity (MoC)-run Nirmal Hriday is not the first home in accused of irregularities in adoption data. This was in response to a question raised by MP Anil Desai in the Rajya Sabha.

Kumar additional that two more such homes - in Bokaro and were shut down by the Central government due to similar cases in the past.

While sharing the details of action taken against children homes violating the provisions of Juvenile Justice Act of 2015, Kumar named two Special Adoption Agencies (SAA) which have been shut down in the state earlier. Bokaro-based Mahila Jan Shishu Kalyan Kendra was shut down after the allegations of violations of the provisions of Juvenile Justice Act and child abuse were found to be true in 2017 and Jamshedpur-based Rashtriya Punarnirman Nyas was also shut down by the union government, making it the second such case in Jharkhand.

In his reply to Desai‘s query on the status of inquiry into the child selling racket busted at Nirmal Hriday, Kumar said, “The matter came to light after a team which was formed to inspect the status of adoption agencies in Jharkhand found two master registers in the MoC-run home. After an unwed mother, who was also a minor, came forward with the allegation against the home of selling her child for Rs 1.2 lakh on July 3, two employees of the home were taken into custody. “One employee has already confessed to giving away four children for adoption without any documentation in front of the officials of Child Welfare Committee (CWC), Jharkhand.”

Incidentally, Nirmal Hriday gave up its SAA status in 2015 to protest against the new adoption laws in India along with alternate homes of the organization.

“In the light of the MoC incident, the state has been requested to ensure all the registered institutions are linked to SAA and are reflected in CARINGS, within a timeframe of one month. All states have to issue instructions for conducting inspection of all homes run by MoCs in their state and for immediate identification of alternate such organisations which could be involved in unlawful activities,” Kumar said.
